Poor victimized Diego, don't you know that the Government can at best only
be as good as the governed.

    Definitely. But the British no longer need to teach this gentlemanly
    traits to the new Superpower. Sometimes they are a tad too brisk,
    one has to admit, but they improve constantly.

    Take for instance the celebrated former Secretary of State Henry
    Kissinger. We all remember his "green light" to the "Operación
    Cóndor", which decimated a whole generation in Latin America
    during the late seventies. The U. S. Government, fully aware that
    torture chambers were being used in my country, supported the
    policy of indiscriminate assassination. Over 30.000 people were
    killed, babies were robbed from imprisoned mothers, and bodies
    were dropped from planes into the river. U. S. Generals instructed
    our local military Juntas in the doctrine of domestic security. In
    West Point they still remember our local dictator J. C. Onganía's
    speech about ideological frontiers.

    Recently revealed official records show the tact and deference of
    Mr. Kissinger speaking about State terrorism:

    "Covert action should not be confused with missionary work," he
    once said.
