A lookup of "actuality" in Fowler points to "literary critics' words,"
and he makes clear that he means newspaper and magazine "critics." It's
kind of a harsh statement about reviews in general magazines and papers.
I won't bore people (or try my patience) by typing what Fowler says,
which is reasonably long and serpentine (in many senses of that word).
