Dear Amber, the citation you seek is Fiction Writer's Handbook by
Hallie & Whit Burnett. Salinger wrote the epilogue, "A Saluter to
Whit Burnett" (pages 187-88). The book was first published in l975.
The paperback that I have is published by Perrennial Library of
Harper & Row.

Salinger wrote a pretty slight but lovely essay about his former
teacher and editor. It was the least he could do and I mean that
literally. Burnett begged Salinger for stories and reprint rights
when Salinger became better known, but Salinger refused to help, even
when Burnett was trying to save the magazine that helped "discover"
Salinger. Salinger did send Burnett $ during the WWII for a writing
contest and did keep in touch with Burnett during the war. Burnett
wasn't the only one going away empty handed. Salinger routinely
refused to allow anthologies to reprint stories and was careful about
what he published. Some might say he had his marketing plan set up
early on in his career and with the help and guidance of William
Shawn, stuck to it.
