He's not Seymour.

Seymour is dead by 1950, when Esme sends Sergeant X the wedding
invitation.
Besides this compelling reason, there are other pieces of evidence:
Sergeant X has an older brother; Seymour does not.
Sergeant X's mother-in-law's last name is Grencher; Seymour's
mother-in-law's last name is Fedder.

Nor would I say that Buddy is necessarily (in fact I would say that I'm
quite sure that he isn't) the author of each of the 9 stories.
