I don't understand. How is what you call "intention" verifiable?

Once you, or you and twenty-five of your friends, or you and 25,000 of your
friends agree upon what the text means, against what do you check it in order
to see if it corresponds to just what was going on in the author's mind when
he or she put the words on the page?

PS: If it is not verifiable, then it cannot fairly be recognized as an
"intention." It is, rather, an effect.
