It's simple. Use it to connect two independent clauses in lieu of a
conjunction. (That is, a clause that can stand on its own as a sentence.)
 The thoughts in each clause are usually closely connected:

     I love the semi-colon; it serves to connect.

Additionally, you would use it to separate items in a series that already
contain commas:

     I've lived in New York, New York; Chicago, Illinois;
     and Racine, Wisconsin over the course of my lifetime.

That's a pretty reasonable argument, but it doesn't work for everyone.
People learn in different ways. Some learn best through hearing, some
through reading, some through performing the skill themselves, and some
through observing others perform.

The real issue here is that teachers have so much to teach within a year
and don't always hit on the right way to reach all of their students.
