     Before scolding Cecilia, consider another interpretation
(there is not one truth that "everyone knows"): Punk was
invented in the late 60s/early 70s by American revolutionaries
and decadents like the Velvet Underground, the MC5, the Stooges,
and the New York Dolls. It was developed in the 70s by both UK
and US bands.
     British punk bands included the Damned, whose 1st album
preceded the Sex Pistols' as the 1st _UK_ punk album; the
Stranglers; the Clash; the Buzzcocks, who released the first
independent punk record; Wire, et cetera. All of these bands
released their debuts in 1977.
     The Sex Pistols were masterminded by the svengali-esque
Malcolm MacLaren (who had previously worked with the New York
Dolls) and led by Johnny Rotten (Lydon), not especially by the
ever-wasted Sid Vicious, who I don't believe was even an
original member of the band.
     In the US, the Ramones' self-titled 1st LP from 1976
preceded the Sex Pistols'(1977), and early NYC punks Richard
Hell & the Voidoids (1st ep-1976), Television (1st lp 1977), and
the Dead Boys (1st LP 1977) were contemporaries. (all release
dates from the _Trouser Press Record Guide_.)
