eh...the Welfare Reform act probably helped the Budget, the Contract
w/America was a Republican thing (which I liked)...so what's the point?
:). His agenda changed significantly after the Dem Party losses in
Clinton's first midterm election. I don't know that fiscal
conservativism was on the agenda before then. You should have said
something about health care reform.

He didn't get line item veto until the Reps gave it to him rather late
in the game. That by itself would help the budget -- the Pres. is less
interested in some congressman's pork than the congressman himself is,
of course. Otherwise, seems like I remember budget battles that almost
shut down Washington at times.
