Right, by comparison to Clinton. The comparison is meaningless because
successful attacks took place under Clinton's Admin.

You can criticize GWB for many things, but no one could have stopped
those attacks. No one has ever been able to, absolutely, so that none
are carried out successfully. What happened was without precedent, for
that matter -- even if we caught wind of it, we still wouldn't be
expecting it because we catch wind of so much, so often, we don't know
what to believe and what not to believe.

Here's one link about the issue. There was a pretty good article in the
New Yorker about the sheer amount of information taken in daily and the
difficulty processing it, but I can't find that link now.
