I kind of agree with what you've said. A large amount of responsibility to
learn does fall on the student. But don't you think it is part of the
teacher's responsibility to get the student to care (especially in the
early years)? I remember in sixth grade, my English teacher made us
memorize poems and recite them in front of the class. We never discussed
the meanings or what might have inspired them. We just memorized them.
Before 11th grade I thought English was just pointless memorization of
meaningless poems and grammar rules. 

Thankfully Mr. Salinger helped me out before it was too late
