That all sounds right from what I remember of the commentary after the
film. The writers did have to reign in Peter Sellers a bit -- he
originally conceived of the President character as comic, making him an
asthmatic hooked up to an oxygen tank. He had the whole crew cracking
up, but he had to be told "no, that's not it...this guy's supposed to be
the voice of reason." Ha :)

Sellers was also supposed to play Slim Pickens' part, but sprained his
ankle on the Bomb bay scene. When Slim arrived on set, a Brit staffer
said, "Why look, he's already in costume."

Little did she know...
