I had no idea there was anything of the sort going on here ... all I can imagine this is refering to is that we have a dreadful government in power at the moment (who, thank God, should be gone by the next election) who besides funneling money away from the arts like water out of a reservoir have issued major cuts to universities, which as a consequence are short staffed and unable to pay the staff they have very well. To paraphrase REM, everybody's hurting ... I stress though that it's certainly not an issue of choice; Australian academics are just as loath to have to take positions overseas rather than at home as you'd imagine they'd be. Did you read the article? What exactly was it about? I agree with you though that a list of this nature should not feature Americans or Australians, blacks, whites, gays or what have you ... it should contain Lovers of Salinger's Literature, no more, no less. As given the ... universality (for want of a less controversal word) of his themes, I should think there is a lot of diversity amongst his readers, and thus us bananafishers.
