Actually 50, though the Virgin Islands and Puerto Rico qualify in every way 
but name and paying taxes.

"Freedom Fighters" from both countries are in prison here in the US.  They 
call themselves Patriots, the US calls them Terrorists, & Amnesty 
International calls them Political Prisoners.  At last count, we've got a 
hundred or so behind bars.  Some right here in my back yard in the new 
Federal Prison.
