Maybe. I think the fact that he kissed Sybil's foot a few minutes
before the elevator is important. He likes Sybil's foot, but apparently
is very self-conscious about his own. (Whether the lady was actually
looking at his foor or not is probably not important.)

I'd guess that Seymour's little outburst in the elevator is due to
self-counsiousness about his feet rather than the lady's looking. I
mean, Seymour was just checking out Sybil's feet, why whouldn't this
lady be allowed to check out his?

So the question is... what's the difference between Sybil's foot and
Seymour's foot? Why would he like hers but not his own? Am I totally
on the wrong track here?
