Section Man

Hi,
Can someone please explain the term "section man" to me? Does it have 
anything to do with Section Eight which Websters explains to be the 
following:


Section VIII, Army Regulation 615-360, in effect from December 1922 to 
July 1944 Date: 1943
: a discharge from the U.S. Army for military inaptitude or undesirable 
habits or traits of character;
also : a soldier receiving such a discharge 


Or is it something to do with section gangs that work on railroads?
