It's a reference to "Franny"; she mentions the graduate assistants who fill
in to teach in place of the professor. Often, courses are divided into
multiple sections, with students allocated like so much cattle to a rail
car.
In the story "Franny," it's very much a negative label when she mentions
them ("the pedants ... the tearer-downers"). [I'm quoting that from
memory, and may not have it exactly right.]
