It certainly does. I was not restating what he himself clearly stated

I haven't the slightest idea why you put "institutions" in quotation

but in any case, I would never take your bet, because I know absolutely

it's true. Politics and petty bullshit abound everywhere.

know that you are right. As I said, such times are too rare even in such
